However, there is no single rule valid for all of Spain. The blue zone is a municipal competence, so the schedules, rates, operating days, and exceptions depend on each town hall. Furthermore, the fact that the parking meter does not work does not mean that other parking restrictions disappear.
Do you have to pay for the blue zone on August 15?
The key to knowing whether you pay for the blue zone on August 15, 2026 is not only that this year it falls on Saturday. The Assumption is a national holiday and, therefore, in those cities whose regulation states that Sundays and holidays are "out of service" or are free days, the holiday condition prevails and you do not have to pay the ordinary rate.
This is what happens, for example, in Madrid. The official schedule of the Regulated Parking Service (SER) establishes that during August it operates from Monday to non-holiday Saturday, from 9:00 AM to 3:00 PM, while Sundays and holidays are out of service. Therefore, despite falling on Saturday, on August 15, the ordinary SER does not operate.
The same logic applies in cities that use other names, such as ORA, OTA, or XER. The name changes according to the municipality, but they are local regulated parking systems and each city determines on which days and times payment is required.
Blue zone on August 15, 2026, in major cities
The situation is not identical throughout Spain. The municipal regulation allows confirming that in a good part of the large cities analyzed ordinary regulated parking will not be charged on August 15, although there are exceptions and areas with specific rules.
One of the cases that requires greater caution is Barcelona, where the schedules of the AREA Blava depend on the location and there are sectors with extended regulation. For this reason, it is not correct to state generally that the entire blue zone of Barcelona is free simply because the day is a holiday.
This is the situation in some of the main Spanish cities, taking as a reference the schedules and municipal regulations of regulated parking. The table refers to the ordinary service and does not eliminate the restrictions that may exist in special spaces, reservations, or sectors subject to different regulation.

Madrid, Sevilla, and Zaragoza: on August 15, it is not paid
In Madrid, the answer is especially clear. During August, the SER operates from Monday to Saturday non-holidays, between 9:00 AM and 3:00 PM. Sundays and holidays are without service, so on Saturday, August 15, there will be no need to pay the ordinary SER. The Madrid regulations allow, however, differentiated areas and since 2026 it contemplates the possibility of temporarily extended hours in certain high-demand areas, so the signage remains decisive.
In Sevilla, the current regulation also establishes that Sundays and holidays are free and no service is provided. Additionally, between July 1 and August 31, the summer schedule is concentrated in the mornings from Monday to Friday and the Saturdays included in that period have no surface parking management service. Therefore, August 15, 2026, meets two circumstances that exclude the ordinary service: it is a Saturday in August and a holiday.
It is also clearly regulated in Zaragoza. The current technical instruction determines that regulated parking operates from Monday to Friday and that during August it does so from 8:00 AM to 3:00 PM. The calendar itself expressly states that it does not apply on Saturdays, Sundays, or officially declared holidays, so there will be no need to pay on August 15.
Alicante, Valladolid, and Vigo will also not charge for the ordinary blue zone
In Alicante, the regulated parking manager specifies that Sundays and holidays are free in the basic, commercial, and medium-stay modalities of the blue zone. The basic modality, for example, operates on working Saturdays from 9:00 AM to 2:00 PM, but August 15 is not a working Saturday, but a national holiday.
The situation is also expressly provided for in Valladolid. The ORA schedule operates from Monday to Friday from 9:00 AM to 2:00 PM and from 4:30 PM to 8:00 PM and on Saturdays from 9:00 AM to 2:00 PM. However, the regulation states that holidays are "without service". There is an exception for the deterrent parking of the Feria de Valladolid during certain fair events, which may have a specific schedule.
In Vigo, the XER offers even less room for doubt: the surface parking service operates from 9:00 AM to 2:00 PM and from 4:00 PM to 8:00 PM from Monday to Friday except holidays. Since August 15 falls on a Saturday and is also a national holiday, it is excluded from the paid days.
Bilbao and Vitoria have a special regime during August
The summer calendar makes parking in Bilbao even easier. The City Council has announced for 2026 that, between July 1 and August 31, on Saturdays the OTA service will not be active. During August, moreover, the operation is reduced to morning hours: from 9:00 to 13:30 in the Residential Area and from 9:00 to 14:00 in the Intensive Area.
Consequently, on Saturday, August 15, there will be no need to pay the OTA in Bilbao. In this case, it would not even be necessary to resort solely to its status as a holiday, because the summer calendar of 2026 already excludes all Saturdays in July and August from the operation of the service.
Vitoria-Gasteiz goes even further. Its City Council specifies that in the blue and orange rotation spaces and in the green ones for residents "holidays and August: no OTA payment". There is an important exception: the green and red spaces exclusively reserved for residents maintain their regulation 24 hours a day throughout the 365 days of the year.
Barcelona, the exception that requires looking at the sign
The case of Barcelona demonstrates why it cannot be stated that the blue zone is free on all holidays in Spain. The AREA Blava has different hours depending on the area and certain sectors may maintain regulation outside of the general hours, especially in areas with high parking pressure.
Therefore, before parking for free in Barcelona on August 15, it is essential to check the vertical sign located in the specific section of the street. The fact that it is a national holiday should not be used alone to assume that the parking meter is deactivated in any space in the city.
This precaution is extrapolable to the rest of Spain. Although a city generally establishes that the blue zone does not operate on holidays, there may be spaces with specific regulation, resident areas, high turnover parking, or temporary restrictions that operate under different rules.
That the blue zone is free does not mean that you can park anywhere
