Brussels releases 2.9 billion to support the finances of Ukraine and the functioning of its administration

The European Commission has executed this Friday the disbursement of 2.9 billion euros in favor of Ukraine with the aim of bolstering the country's public finances and ensuring the functioning of its administration, after the Twenty-Seven gave their approval last week to this new tranche of support after confirming that Kiev had made progress on the required reforms to access the funds.

"While Ukraine defends itself from Russia's aggression, it also continues to carry out extensive reforms under the Ukraine Plan. With today's disbursement, we help safeguard Ukraine's financial stability and support investments that will underpin its future recovery. Because European solidarity means concrete support. Europe will stand by Ukraine for as long as necessary," said the President of the European Commission, Ursula von der Leyen.

This fund transfer corresponds to the eighth tranche of the Ukraine Facility, the mechanism created by the EU in 2024 to provide economic support to the country and accompany its reform agenda. With this new delivery, the total amount mobilized through the Ukraine Plan already exceeds 32 billion euros, as specified by the community executive.

Of the amount paid this Friday, around 2.1 billion is financed with the initial allocation of the Facility, while the remaining 800 million comes from the 90 billion loan subsequently agreed upon by the EU to cover Ukraine's financial needs in the period 2026-2027.

The member states had given the green light to this operation on September 24, after considering that ten milestones outlined in the Ukraine Plan had been met, including progress in the areas of Justice, financial markets, business climate, energy, transport, agriculture, and ecological transition.

After materializing this payment, the EU still has 33.7 billion euros available for Ukraine during the rest of 2026. The majority of this amount, 29.3 billion, is part of the additional loan, while another 4.4 billion remains pending disbursement within the Facility.

Of the resources that remain accessible through the loan, 16.600 million can be directed to strengthen the capacity of the Ukrainian defense industry and 12.700 million to cover the budgetary needs of the State. In total, Kiev could receive more than 17.000 million this year to sustain its public accounts, as long as it continues to meet the conditions agreed upon with Brussels.

The Commission has insisted that timely compliance with the reforms and requirements agreed upon with Ukraine will be "key" to maintaining the planned disbursement schedule and has reiterated its commitment to mobilize both the remaining funds from the Facility and the loan of 90.000 million set for 2026 and 2027.

This last instrument reserves 60.000 million euros to strengthen the military capabilities and defense industry of Ukraine and another 30.000 million to support the state budget, essential public services, and the economic activity of the country.
