The Justice of Ecuador has ordered this Friday preventive detention for Guido Perugachi, president of the National Confederation of Peasant, Indigenous, and Black Organizations of Ecuador (Fenocin), considering him responsible for the paralysis of public services during the mobilizations recorded in September and October of 2025.

The decision has been adopted by the magistrate Mery Raquel Maza, who during the hearing emphasized that the precautionary measure "will be executed guaranteeing his right to cultural identity" in application of the Intercultural Justice Guide of the National Court of Justice.

The judge, assigned to the Unit of Criminal Guarantees of the city of Ibarra, in the province of Imbabura, in the north of the country, has specified that the detention of Perugachi "will be carried out under an intercultural approach, maintaining consultation and permanent coordination with the corresponding indigenous authorities of his community."

With this resolution, Maza addresses the request of the Prosecutor's Office, which accuses the indigenous leader of having instigated others to block public services during the protests that lasted almost a month in Imbabura, originated by the elimination of the diesel subsidy.

At least three people lost their lives and dozens were injured due to the excessive use of force in the repression of the demonstrations, according to reports from the Inter-American Commission on Human Rights (IACHR) and various civil society organizations.

During the crisis, several cities in the province suffered shortages of basic products, including domestic gas, which forced the government of Daniel Noboa to organize a humanitarian aid convoy with the support of the Armed Forces.
