The Plenary of Congress has given its approval this Wednesday to an initiative from the PNV that demands the Government that the Basque 'Y' be prioritized as mixed traffic infrastructure. The objective is to channel the maximum possible volume of freight rail transport through the high-speed network, removing trucks from the road and minimizing the impact on the affected municipalities.
This non-legislative proposal from the PNV has incorporated a transactional amendment from the PSOE and has also gained support from parties such as PP and Junts. In contrast, Vox, Sumar, and EH Bildu have rejected the text, while ERC has opted for abstention.
The central core of the proposal focuses on the promotion of the southern rail variant, "an infrastructure that will reduce freight traffic on the commuter lines of the metropolitan area of Bilbao and the nuclei of the left bank and that, in turn, will improve the connection of the Port of Bilbao with other European rail corridors and the Peninsula."
Additionally, the document proposes measures to ensure the continuity of the Atlantic Corridor in UIC gauge for the transport of goods between the Basque 'Y' and the Plateau, "through the technical solutions that are most appropriate and in accordance with European regulations on the Trans-European Transport Network."
Regarding the mitigation measures plan, the PNV proposes that it be designed jointly with Adif, the involved autonomous communities, and the affected municipalities. Likewise, the initiative includes the creation of a coordination table to supervise the development of these actions, setting a schedule for execution, the corresponding financing, and the evaluation mechanisms for the agreed measures.
