The president of the Generalitat, Salvador Illa, argues that Catalonia currently has the necessary means, and that it could have more if the reform of the autonomous financing model prospers, to "be able to progressively address a substantial improvement and a rethinking of the educational sphere," which he considers key for the future of the country and in which he assures that the Govern is already working.
In an interview published this Sunday in 'El Periódico de Catalunya' and collected by Europa Press, he emphasized that the educational system requires a reinforcement of resources and a "thorough reflection" that he commits to face with a medium and long-term vision, incorporating the contributions of the educational community while maintaining a realistic perspective at the same time.
As an example, he raised the need to review the model of inclusive school. He believes that the current scheme works, but that it requires adjustments, and defends that special education centers should continue to exist: "Many families ask me for this. We must be able, together, to set the limits and resources to reach an agreement."
In relation to the strike call at the beginning of the school year and the demands of the unions, he reiterated his support for the Minister of Education and Vocational Training, Esther Niubó, and pointed out that the department will address those proposals that are constructive and reasonable. At the same time, he demanded that "all rights: of strike, of education, and of mobility" be respected.
Regarding the failure detected in the Pisa tests, he announced that Niubó will make public in the coming days both the conclusions of the Govern's internal investigation and the decisions that arise from it: "It has been a mistake that cannot happen again and the obligation of the Govern is to take measures so that it does not happen again and to clarify responsibilities if there have been any."
Financing model and relationship with Puigdemont
Regarding the new model of autonomous financing, Illa has demanded that next Friday, in the Council of Fiscal and Financial Policy (CPFF), a calm debate be held: "It is the hour of truth for everyone," he stated, expressing his willingness to analyze and try to reach consensus on the different proposals that are presented.
He recalled that, for the reform to move forward in the Congress of Deputies, the support of Junts will be essential. When asked if he would accept to meet with the former president of the Generalitat and leader of the formation, Carles Puigdemont, if requested, he responded affirmatively: "I have met with Mr. Puigdemont and I have no reservations in this regard."
Ceuta, immigration, and the role of the Government
Regarding the situation in Ceuta, Illa defended that the reaction cannot be based on selfishness, but on solidarity, and he valued that the Government is "up to the circumstances," combining the defense of borders and the legal framework with respect for humanitarian values and the dignity of people.
He avoided qualifying Morocco's actions as a possible hybrid attack by admitting: "I do not have all the information," but insisted that the strategy must involve strengthening cooperation with the African continent and that the European Union must accelerate in this direction.
When questioned about the new bill proposed by Junts to delegate powers in immigration matters, he expressed his support: "I am not one of those who, when there is a fire, say 'let the Government of Spain handle it,' but rather Catalunya goes and faces it. I would like it to move forward and, if we can help make that happen, we will."
Spanish political situation and Sánchez's leadership
When analyzing the legislature in Spain, Illa pointed out that the decision on the date of the next general elections corresponds to the president of the Government, and he expressed his conviction that Pedro Sánchez will call the elections when he deems appropriate and "looking out for the interests of the whole country and also for the interests of an open and plural vision of Spain."
Regarding a possible replacement of Sánchez at the head of the PSOE, he replied: "I think it is much more pertinent to raise a debate about the succession of Mr. Feijóo than about the consolidated leadership in Spain and internationally of Mr. Sánchez."
The Diada will be celebrated in Extremadura
Finally, Illa announced that, for the first time, the celebration of the National Diada of Catalunya in the rest of the State, which was traditionally organized in Madrid around September 11, will be moved outside the capital.
The commemoration will take place in Extremadura on September 16 and 17: "To emphasize the contribution of many thousands of Extremadurans to Catalonia and of many Catalans of Extremaduran origin. The idea is to do it this year in Extremadura and next year in another territory".
