The full Parliament has again rejected that the reform of the financing system of Catalunya adopts the formula of economic concert, but at the same time has urged the central Government to send to Congress the new agreed financing model, with the intention that it be debated and can come into force on January 1, 2027.
The sense of the votes on the resolution proposals of the General Policy Debate this Thursday in the Parliament regarding financing reflects this double position of the Chamber.
In particular, the resolution proposal from Junts that raised the need for a financing model based on a concert, outside the common regime, has fallen.
This initiative has had the support of Junts and ERC; the rejection of PSC-Units, PP, and Vox, and the abstention of the Comuns, the CUP, and Aliança Catalana.
On the contrary, the resolution proposal from the Comuns regarding the financing model has passed the vote (PSC, ERC, and Comuns in favor; Junts, PP, and Vox against, while the CUP and AC have abstained).
This resolution urges the Government to approve "without further delay" in the Council of Ministers the project agreed upon between the Government, the Govern, and ERC and to send it to the Cortes Generales so that it can come into force in 2027.
Negotiation, ATC, and the principle of ordinality
In addition, the text demands that all Catalan groups with representation in Congress facilitate its approval through "negotiation and agreement," and, in parallel, calls on the Generalitat to deploy the Agència Tributària de Catalunya (ATC) to manage the IRPF and to ensure that the principle of ordinality is respected.
PSC and ERC, the two parties that closed the agreement for this financing model for the investiture and that specified it at the beginning of the year, have not presented any own resolution proposal on this issue; while the initiative from Vox to outright reject the reform has also not prospered.
Partial forgiveness of the FLA and debt
In the votes, support for a partial forgiveness of the debt from the Autonomous Liquidity Fund has also been evident. The socialist proposal to "continue working" for that partial forgiveness has gone ahead with the favorable votes of PSC, ERC, and the Comuns; the rejection of PP and Vox, and the abstention of Junts, the CUP, and AC.
On the other hand, the initiative of Junts, which demanded the Govern to require the Government to fully forgive the debt, has been rejected by the opposition of PSC, PP, and Vox (the rest of the groups voted in favor).
Nor has their proposal to confirm the "annual fiscal deficit" of Catalunya of 22,000 million in 2021 and the chronic investment deficit of more than 50,000 million prospered.
This point added that "the only way to resolve this grievance" is for Catalunya to have full capacity to collect, manage, and decide the destination of its resources.
Without tax cuts or deflation of the IRPF
In the fiscal field, the various initiatives of Junts, PP, Vox, and AC aimed at reducing taxes have been rejected.
Junts and PP had proposed to deflate the IRPF and to subsidize the inheritance tax and the donation tax by 99%, in the case of Junts, and to eliminate it in the case of PP and AC, but none of these proposals have moved forward.
Likewise, PP, Vox, and AC defended the elimination of all taxes specific to Catalunya, although their proposals have not received sufficient support in the plenary.
