The Andalusian Employment Service (SAE) plans to mobilize more than 500 million euros throughout the current legislative term in active employment policies aimed at "improving the job opportunities of unemployed people, facilitating their incorporation into the labor market, and adapting their qualifications to the demands of the productive fabric."

This was indicated by the Minister of Employment, Business and Self-Employment, Rocío Blanco, during an appearance at the Plenary of the Andalusian Parliament, where she detailed the main lines of work of the organization for the coming years.

The Employment head specified that the new stage of the SAE is structured around three essential axes, which involve "strengthening the relationship with companies to anticipate their hiring demands, offering more personalized and preventive attention to unemployed people, and moving towards a more digital and results-oriented management."

The ultimate purpose, as she emphasized, is "to evolve towards a service that is not limited to managing job offers but is capable of connecting companies more effectively with the professionals they need."

To achieve these objectives, the SAE's roadmap will be supported by a battery of active employment policy programs, among which 'Andalucía Orienta' stands out, endowed with 138 million euros and with the expectation of serving around 595,000 people.

Additionally, the Professional Experiences for Employment (EPES) program will have 52 million and an estimated participation of 13,900 people. These actions are joined by 'T-Acompañamos', which brings together more than 260 million among ongoing and planned initiatives, focused on improving the labor insertion of young people, those over 52 years old, and groups in vulnerable situations.

The programming also includes almost 18 million for the ALMA initiative, aimed at "improving the employability of young people with special difficulties through mobility and learning experiences."

In parallel, the specific support program for women victims of gender violence will be maintained, with nearly 4.4 million currently in execution and another 4 million reserved for a new intervention. Likewise, actions from the II Employment Plan for People with Disabilities 2025-2028 will continue, endowed with around 58.9 million.

Another key area will be the reinforcement of training tailored to the real needs of companies, through the Network of Training Schools of the SAE, which records a high level of job placement of students, at 80%, and of the five National Reference Centers, whose plans for 2026 include 144 initiatives for research, experimentation, and innovation. In this field, the pilot project 'AprenTIC', specialized in areas such as cybersecurity and web development, also stands out.

Relationship with companies and personalized attention

The counselor has detailed that the first priority of the new strategy of the SAE will be to tighten the dialogue with the productive fabric to accurately understand their hiring needs.

To this end, the Business Prospecting Plan will be reinforced, which has already allowed contact with more than 1,100 new companies that had not managed offers with the SAE and with which it aims to reach another 6,800 in a new phase. In addition, a dynamic map of business demand will be launched to identify qualification priorities.

The second major axis will consist of "offering more personalized and preventive attention to job seekers," so that the SAE itself takes a proactive role in contacting them, studying their situation, and proposing resources adapted to their profile.

In this regard, Rocío Blanco has highlighted the results of the 'T-Activamos' Plan, which has incorporated nearly 128,000 people, and has advanced that during the legislature this support model will be reinforced to increase job placement possibilities.

As a third pillar, the counselor has emphasized the need to "move towards a more digital and results-oriented SAE, taking advantage of new technologies to improve its services and evaluate their effectiveness."

Among the initiatives planned in this area is the creation of an Andalusian Employment and Skills Intelligence System, which will integrate information on hiring, affiliation, and business needs to guide the design of employment policies. This modernization will be completed with the Training and Professional Skills Plan for SAE staff 2030, endowed with 1.78 million euros and which contemplates nearly 350 editions of training actions.

Blanco has placed all these measures in the context of improvement of the Andalusian labor market, which in the second quarter of 2026 reached a historic high of 3,681,200 employed persons, 590,900 more than at the end of 2018, while the unemployment rate was reduced to 14.56%, the lowest level since 2007.

Finally, he insisted that the effectiveness of the agency must be assessed "by its ability to transform the hiring needs of companies into real job opportunities."

Position of the parliamentary groups

In the turn of intervention of the groups, the PSOE-A deputy Silvia Mellado focused her speech on conveying to the counselor "specific problems" that have been brought to her by "those seeking employment and those who assist them," and considered it "positive" that a "new model of the SAE" is proposed that connects "with thousands of companies," although she emphasized that it is essential to "know the results" that are obtained, in addition to "protecting the rights of job seekers," "improving the conditions of the staff and providing stability to the orientation programs."

"The success of the SAE cannot be measured only by the calls or appointments, but by the people who manage to find work," concluded the socialist representative. The PP-A deputy Celia Santiago responded by reproaching the "unacceptable unemployment rates" that Andalusia recorded when the PSOE left the Government of the Junta, and, in contrast, congratulated the counselor for "the transformation that Andalusia has experienced since Juanma Moreno became president."

The Vox parliamentarian Rocío Marín started from the idea that there is "room for improvement" to achieve excellence and, after stating that "the socialist employment policies are far behind" to "plug in whoever while they voted for them," claimed the government agreement of PP and Vox as a "roadmap" to improve the SAE. In addition, she asked the counselor "if the review of the situation of the staff coming from the Faffe has already begun," or "at what stage the Human Resources Reorganization Plan is."

For its part, the deputy spokesperson of Adelante Andalucía, Inmaculada Manzano, has questioned what model of SAE is being "built," and has defended that "a public employment policy must have insertion objectives and not just activation," also emphasizing the importance of "accompanying." She has demanded "a strong and close Andalusian public employment service" that offers "real results," because "one thing is to get a person to stop appearing as unemployed and another very different thing is to truly get them to stop being so."

Finally, the deputy spokesperson of Por Andalucía, Rosa Rodríguez, has pointed out that the employment data in the community "is good despite PP and Vox," and has defended that Andalucía "needs a strong public employment service, with sufficient resources and real capacity to intervene in the labor market." However, she has expressed her doubts about the role that the Government of Juanma Moreno may play in this regard, and has asked the counselor "what the SAE is for" in practice, and "what percentage of the contracts made in Andalucía occurs thanks to the effective intermediation" of this agency.
