The Electoral Board of Andalusia (JEA) has updated its composition following the appointment as members of four magistrates of the High Court of Justice of Andalusia, Ceuta, and Melilla (TSJA), along with two professors and a tenured professor of Law, who also served as president of the Andalusian Council of Labor Relations, Ángel Javier Gallego.

This new configuration of the Electoral Board of Andalusia was reflected this week in the official bulletin of the Andalusian Parliament through a document, consulted by Europa Press, signed by the chief lawyer of the autonomous Chamber, Manuel Carrasco, dated October 1.

The document details that two of the members expert in Law have been promoted by the Popular Group, while the third jurist --Ángel Javier Gallego Morales-- has been proposed by the Socialist Group.

Thus, on September 23, the Board of Parliament was informed of the writings from the Popular Group proposing the professor of Administrative Law at the University of Córdoba Mariano López Benítez and the professor of Administrative Law at the University of Huelva María del Carmen Núñez Lozano as members of the Electoral Board of Andalusia.

On the same day, the Board also received the writing from the Socialist Group proposing the tenured professor of Labor Law and Social Security at the University of Granada Ángel Javier Gallego Morales as a member of the Electoral Board of Andalusia, who was president of the Andalusian Economic and Social Council and of the Andalusian Council of Labor Relations, in addition to being a parliamentarian of PSOE-A.

In accordance with the provisions of Law 1/1986, of January 2, Electoral of Andalusia, the Board of Parliament agreed, after receiving these proposals, to appoint Mariano López Benítez, María del Carmen Núñez Lozano, and Ángel Javier Gallego Morales as members of the JEA.

Four magistrates of the TSJA join as members

In another session held on September 30, the Board of Parliament was informed of the agreement of the Governing Chamber of the TSJA, dated September 22, 2026, by which four members of the Electoral Board of Andalusia are designated among magistrates of that court.

The magistrates of the TSJA proposed as members of the Andalusian Electoral Board are Alicia Díaz-Santos Salcedo, from the Administrative Litigation Chamber based in Granada; Carlos García de la Rosa, from the Administrative Litigation Chamber based in Málaga; José Ángel Vázquez García and Marta Rosa López Velasco, both assigned to the Administrative Litigation Chamber based in Seville.

Once these agreements are sent to the Council of Government of the Junta de Andalucía to formalize the appointment of these representatives of the JEA by decree, the chief lawyer of the Parliament confirms in the document disseminated this week in the official bulletin of the Andalusian Chamber that these four magistrates of the TSJA and the three professors or tenured professors promoted by PP-A and PSOE-A will integrate as members the Electoral Board of Andalucía.
