The Courts of Aragon express their support and solidarity with the Autonomous City of Ceuta

The Courts of Aragón approve two initiatives from PP and Vox to support Ceuta, demand more resources from the State, and defend sovereignty against Morocco.

The Plenary of the Cortes of Aragón expressed this Thursday its support and solidarity towards the Autonomous City of Ceuta after approving two non-legislative propositions presented by the parliamentary groups of PP and Vox, following the recent massive entry of immigrants in irregular situations. The initiatives were approved with the favorable votes of PP and Vox and the rejection of PSOE, CHA, A-TE, and IU.

In its agreement, the Aragonese Parliament stated its "support, closeness, and solidarity with Ceuta, its institutions, and all Ceutíes in the face of the serious emergency and collapse situation they are experiencing due to the invasion that occurred on July 30, 2026."

Likewise, the autonomous Chamber emphasized "the unbreakable belonging of Ceuta to Spain, based on history, law, our constitutional and democratic order, and unequivocally, on the free and manifest will of its citizens, as well as the undisputed Spanish sovereignty over Ceuta and Melilla," stressing that its protection "constitutes an unrenounceable responsibility of the Government of Spain and the entire set of State institutions, as its sovereignty is not questioned, not negotiated, and is defended."

The groups that supported the propositions rejected "any action that dialectically or through facts, seeks to question or undermine national sovereignty and the territorial integrity of Spain."

In the same way, the Cortes extended its recognition to the work being carried out by the State Security Forces and Corps, the Armed Forces, the Local Police, emergency and health services, and the entire body of public employees acting "in defense of the security, coexistence, and rights of the citizens of Ceuta."

Maintain State resources in Ceuta

The Aragonese institution has urged the Government of Spain to "deploy and maintain in Ceuta all the resources, means, and capacities of the State that are necessary, including any extraordinary resources that may be required, until the full recovery of normality is guaranteed."

Furthermore, it has demanded the identification "of all persons who entered irregularly into Spanish territory through Ceuta during these events and to carry out immediate returns, demanding from the Kingdom of Morocco the effective fulfillment of its obligations to Spain."

Another of the measures included in the proposals is "to permanently strengthen the protection and surveillance of the Spanish border in Ceuta and Melilla, extending the perimeter further into the sea, reinforcing the borders with more human, material, technological, and operational resources that are necessary to prevent new episodes of massive irregular entry and the effective protection of our borders."

The regional Parliament has also requested the activation of Frontex in Ceuta, "avoiding transferring to the Autonomous City of Ceuta the responsibilities that correspond to the State," as well as the implementation of the EU Crisis Regulation.

Likewise, the Cortes have demanded from the central Executive "immediate explanations for the serious events that occurred in Ceuta and for the lack of foresight and coordination of the competent ministries in matters of security, health, education, social services, and child protection."

Defense of Spanish sovereignty

In another block of the proposals, the Cortes of Aragón have reiterated "the full and indisputable Spanish sovereignty over Ceuta, Melilla, the Chafarinas Islands, the rock of Vélez de la Gomera, the island of Perejil, and the islands and rock of Alhucemas, places and sites of Spanish sovereignty in North Africa."

The Chamber has expressed its opposition to "any claim by the Kingdom of Morocco over Ceuta, Melilla, or any of the places and sites of Spanish sovereignty in North Africa" and has insisted that "its sovereignty is not subject to bilateral negotiation nor can it be the subject of any dialogue process regarding its eventual transfer to Morocco nor subterfuge nor frauds such as models of shared sovereignty."

The Parliament has expressly condemned the recent statements by members of the Moroccan Government "questioning Spanish sovereignty over Ceuta and Melilla and labeling territories of full Spanish sovereignty as occupied territories."

In this regard, they have recalled that "the reiteration of territorial claims by members of the Moroccan Government is incompatible with the principles on which the Treaty of Friendship, Good Neighborliness, and Cooperation of July 4, 1991, is based, particularly with the commitment to respect the sovereignty, territorial integrity, and political independence of both parties."

The Cortes have also warned that "no need for migratory cooperation, no economic interest, and no diplomatic convenience can justify the acceptance, silence, or ambiguity of the Government of Spain in the face of foreign claims over a part of our national territory."

For this reason, the autonomous Chamber has asked Pedro Sánchez's Executive to demand from the Kingdom of Morocco "a public, express, and unequivocal declaration of respect for the sovereignty and territorial integrity of Spain and, specifically, of Spanish sovereignty over Ceuta, Melilla, the Chafarinas Islands, the rock of Vélez de la Gomera, the island of Perejil, and the islands and rock of Alhucemas, places and areas of Spanish sovereignty in North Africa."

The agreement also includes the request to the Government of Spain to summon the Moroccan ambassador in Madrid to convey the corresponding diplomatic complaint and reaffirm Spanish sovereignty over Ceuta and Melilla, "as well as the willingness of our country to defend our territorial integrity with all the instruments and means available to the State," in addition to calling the Spanish ambassador in Rabat for consultations and, "in the event that the situation of invasion and attack on national sovereignty persists, withdraw the Spanish ambassador in Rabat and expel the Moroccan ambassador in Madrid."

Likewise, the Aragonese Parliament has requested the immediate suspension of the Treaty of Friendship, Good Neighborliness, and Cooperation between Spain and Morocco, along with the review of the set of instruments governing bilateral relations with the neighboring country "to ensure that any economic, commercial, migratory, police, military, or diplomatic cooperation is presided over by the principles of reciprocity, respect for Spanish sovereignty, and defense of our territorial integrity, proceeding to its denunciation or suspension of effects, in each case."

Finally, the Cortes of Aragon have demanded that Morocco "accept, without exception or formal or material excuse, all returns, repatriations, and expulsions from Spanish territory, of any person of Moroccan nationality, whether adult or minor, adopted administratively or judicially, immediately enabling the necessary means and logistics for their delivery and reception."
