The BOE of today, Monday, September 7, publishes new provisions related to energy, mortgages, and public employment. Among the general regulations, the declaration of certain renewable generation and storage projects as strategic energy facilities stands out, which are awarded access capacity in fair transition nodes.
The official newspaper also includes the indices and reference rates published by the Bank of Spain for certain operations with mortgage loans and sets the examination venues for various selection processes of the Administration of Justice.
Renewable and storage projects may be considered strategic
The Secretary of State for Energy publishes the agreement of the Council of Ministers declaring certain renewable generation and energy storage projects as strategic energy facilities.
The declaration affects the projects that are awarded access capacity for evacuation regulated by the legislation of the electricity sector in fair transition nodes. The objective of this mechanism is to grant this designation to the facilities that meet the established conditions within these access procedures.
The measure is therefore linked to projects that have obtained capacity through the specific procedures provided for these nodes. The declaration published in the BOE thus develops the regime provided in the twenty-second additional provision of Law 24/2013, of the Electricity Sector.
The Bank of Spain publishes the indices used in mortgages
This Monday's edition includes a resolution from the Bank of Spain with the indices and reference rates applicable for calculating the market value used in the compensation for interest rate risk of certain mortgage loans.
The resolution also includes the differential that must be applied to obtain the market value of loans or credits that are paid off early. These are references used in the calculations provided by the transparency and protection regulations for banking service clients.
Justice candidates now have examination venues
The Ministry of the Presidency, Justice and Relations with the Courts publishes the definitive list of admitted and excluded persons in the selective processes for free access to the bodies of Procedural and Administrative Management, Procedural and Administrative Processing, and Judicial Assistance.
The resolution includes the venues where the exams for these competitive examinations will be held, corresponding to the call made by Order PJC/1549/2025, of December 22.
The Administration publishes new job calls
The BOE also includes selection processes and provision of positions in different organizations. Among them is a call from the Consortium of the City of Santiago de Compostela to cover a position of Administrative through a specific competition.
The Treasury also publishes a process for permanent labor personnel of the professional group M1, specialty Early Childhood Education, with the provisional list of admitted and excluded persons and the announcement of the date, time, and place of the unique exercise.
The local Administration adds calls for positions and places in municipalities such as Garafía, Constantí, Cuenca, and Ólvega, while the universities of La Laguna and Rey Juan Carlos announce competitions for access to positions in university teaching bodies.
SEPE and Fundae strengthen their cooperation in training
The Ministry of Labor and Social Economy publishes an agreement between the State Public Employment Service (SEPE) and the State Foundation for Employment Training to collaborate in the field of vocational training in the workplace.
The agreement is part of the agreements and other provisions published in the third section of the bulletin and establishes the framework for cooperation between both entities.
More municipalities incorporate their police into the gender violence tracking system
The Ministry of the Interior publishes several agreements with municipalities to incorporate their Local Police bodies into the Comprehensive Tracking System for Cases of Gender Violence.
Among the municipalities included this Monday are Almodóvar del Río, Dénia, Doña Mencía, and Puente Genil. The BOE also includes an agreement with Gibraleón on security matters.
Adif and Sollana will collaborate to eliminate a level crossing
The railway infrastructure administrator publishes an agreement with the City Council of Sollana for the elimination of a level crossing located at kilometer point 9/772 of line 344 Silla-Gandía.
The agreement incorporates the necessary actions to eliminate this crossing point within the railway infrastructure and improve the safety conditions associated with the passage.
The BOE also includes new references for the mortgage market
Along with the resolution on the applicable indices for compensation for interest rate risk, the bulletin completes its economic content with other provisions from the Bank of Spain and with numerous public employment calls, administrative agreements, and contracting announcements.
The day thus leaves an edition without major legislative reforms, but with specific novelties in energy, financial housing, and public employment, in addition to administrative actions in safety, transport, training, and public services.
