The National Immigration and Borders Center (CENIF) of the National Police attributes to the Security Forces and Bodies of Morocco "the active guiding of the mass towards the crossing points" during the entry of thousands of people at the end of July in Ceuta, and maintains that there was "planning," both "prior" and "tactical."
This is noted in the "Report on the irregular mass entry in Ceuta," sent to the magistrate of the National Court María Tardón and to which Europa Press has had access. In this document, CENIF emphasizes that the "mass entry" of migrants from Morocco "is not something incidental whose generation can be associated with an occasional or spontaneous factor."
The investigators conclude that there was "prior planning" and "an intellectual authorship prior and another material simultaneous that implies functions of monitoring and control."
"Both go far beyond the most evident of the active subjects who enter and exit irregularly from Spanish territory and that which is projected onto all issues associated with the different levels of response from Spain," they specify in the report.
In this context, they highlight "the chosen location (Ceuta), the specific area through which access is made, and the date and times when the different phases and access profiles are activated," elements whose coincidence, they emphasize, "also reveals the existence of prior planning."
The agents also emphasize "the scarce presence of Security Forces and Bodies of Morocco" and "the 'active guiding' of the mass towards the crossing points, by those Security Forces and Bodies."
STRATEGIC DIRECTION
The Police also points out the existence of a "strategic direction," understanding that it is "evident the concurrence of a process of dynamization, viralization of messages, activation and deactivation of social media profiles and messaging systems, the counter-narrative and disinformation associated with external elements."
Among those external factors, it cites the ruling of the Supreme Court that prevents the rejection at the border of those who access by swimming to Ceuta or Melilla, the extraordinary process of regularization of immigrants promoted by the Government, or the lack of surveillance.
According to the analysis of the CENIF, all of this "also allows for talking about the aforementioned prior planning and reinforces the presence of a strategic and operational direction that acts according to perfectly defined procedures through the different phases of execution of the process."
In this line, the report points to the "perception" of being before "a predefined process with different objectives from the migratory ones," a perception to which "the widespread facilitation of routes and transfers to converge in a specific place, at very defined time slots and a favorable management that is projected on two different planes that operate almost simultaneously both at the entry and exit of Spanish territory" contributes.
The document also refers to a "high-level specialization" that, in its opinion, "is not within the reach of any criminal structure known to the Police in that area and that is very far from the capabilities of the few entities that operate in the field of irregular immigration in Morocco."
