The Permanent Deputation of the Congress will face this Wednesday the debate and the voting of the initiative registered by the PP for President Pedro Sánchez to be urgently summoned to an extraordinary Plenary in order to provide explanations about the migratory crisis in Ceuta. The 'popular' formation will also demand the calling of another ten ministers, among them the eight who already have their appearance scheduled in committee in the Lower House to address this same issue.
In its request, the PP demands the immediate presence of Sánchez to "inform about the very serious situation that Ceuta is going through as a consequence of the increase in illegal entries of immigrants by sea through Morocco due to the impossibility of applying rejections at the border in that area; about the measures that he plans to adopt to guarantee the integrity of the Spanish and European Union borders and the effective exercise of national sovereignty; as well as to provide explanations about the Government's cooperation policy with Morocco regarding migratory control."
For this proposal from the 'popular' to go ahead, it will be essential to gain the support or, at least, the abstention of two of the usual parliamentary partners of the Executive. If it succeeds, the Table should set a date for that extraordinary Plenary before September 1, when the ordinary session period officially resumes.
In addition to Sánchez, the PP intends to urgently summon the ministers of the Interior, Fernando Grande-Marlaska; Defense, Margarita Robles; Foreign Affairs, José Manuel Albares; Migrations, Elma Sáiz; Health, Mónica García; Youth and Childhood, Sira Rego; and Equality, Ana Redondo, to specifically address the situation in Ceuta.
All these members of the Government were already scheduled to appear in the coming days at the request of the Executive itself, which registered their requests after the demands of the opposition. Precisely the scheduling of these sessions in Congress was the argument put forward by the Government to reject the appearances that the PP tried to force in the Senate.
Likewise, the appearance in Congress of the Minister of the Presidency and Justice, Félix Bolaños, is scheduled for this Thursday, whom the PP wants to question about the replacement of an official from the National Security Department of the Presidency of the Government, who disseminated on the agency's website data about the massive entry of immigrants before the Executive made its own official records public.
'Leire Case', Civil Guard and regularization of migrants
Alongside these requests, the PP demands that the Minister of the Interior attend the Plenary to report on the extraordinary regularization process of migrants and that he himself and the Minister of Defense, Margarita Robles, appear together to explain the permanence in their positions of the director of the Civil Guard, Mercedes González, and her operational deputy director (DAO), despite their indictment in the "Leire case".
In parallel, the 'popular' request an extraordinary appearance of the third vice president and minister for Ecological Transition, Sara Aagesen, with the aim of detailing the management of the serious forest fires recorded this summer and the decision to extend the useful life of the Almaraz nuclear power plant, in Cáceres, a measure that has received the support of PP and Vox and the rejection of Sumar and a good part of the coalition government partners.
Finally, the PP proposes that the Permanent Deputation call the first vice president and Minister of Economy, Carlos Cuerpo, to explain the ninth modification of the addendum of the Recovery and Resilience Mechanism of the Next Generation Funds, approved at the end of July, "and its negative impact on the forecasts and commitments made by the Government, to generate a transformative boost to the productive fabric, the adaptation of our territory and the well-being of families".
