Vox has presented in Congress a non-legislative proposal in which it demands that the Government limit healthcare for immigrants in irregular situations in Ceuta solely to urgent, immediate, and life-threatening cases. The text also claims that those who do not require urgent care, including those already admitted to hospitals in the autonomous city, should be transferred by ambulance to the border crossing with Morocco to receive assistance there from Moroccan medical services.

The proposal, registered this Wednesday to be debated in the Health Commission, also demands that the Executive guarantee adequate healthcare for the people of Ceuta and the rest of the Spanish citizens present in the city, which Vox considers today to be compromised by the "collapse" that it attributes to the massive influx of immigrants on July 30 and 31.

Furthermore, the party led by Santiago Abascal requests to strengthen epidemiological surveillance and focus on immigrants with infectious diseases, mentioning tuberculosis, impetigo, various types of fevers, or contagious parasitic pathologies such as scabies, which would have already affected military personnel and agents of the Security Forces stationed in the autonomous city.

For these cases, Vox proposes that they be referred "immediately" and with the necessary protective measures to the border with Morocco, where they should be attended to by the healthcare system of the neighboring country.

Healthcare pressure and nearly 6,000 medical attentions

According to the party, the entry of up to 80,000 people from Morocco has "extraordinarily" increased the burden on the public services of Ceuta, especially on the healthcare network. The initiative mentions a letter from the president of the Official College of Physicians of Ceuta addressed to the Government warning of a "healthcare disaster" and the danger of outbreaks of transmissible diseases.

The document also states that doctors from the Emergency Department of the University Hospital report attending to several hundred of these immigrants each day, and quantifies nearly 6,000 healthcare services provided since the beginning of the crisis.

Vox emphasizes that the responsibility for health matters in Ceuta falls on the Ministry of Health and recalls that, according to the Health Barometer of the CIS from December 2025, one in three Spanish residents declares themselves "very dissatisfied" with public health. It adds that waiting lists in the city increased by 13.3% in 2025 and that 84.5% of patients wait more than 60 days to be seen for the first time by a specialist.

Immediate return and tests to verify minority age

In parallel, Vox has registered another non-legislative proposal, this time directed to the Interior Commission, urging the Government to proceed with the immediate return to Moroccan territory of all individuals who accessed Ceuta on July 30 and in the following days.

In this second text, the party asks that Congress declare the Executive responsible for the consequences that, according to Vox, directly arise from allowing these people to remain in Spain, mentioning among them possible serious crimes, closures of businesses, and the increase in costs for public finances.

The Abascal group also demands the carrying out of tests to determine the age of the young people who entered irregularly in Ceuta at the end of July. If it is confirmed that they are minors, it demands their return to Morocco to reunite with their families or, if that is not possible, to be placed under the guardianship of Moroccan social services.

The formation also refers to the agreement between Spain and Morocco signed in Rabat in 2007 on the prevention of illegal emigration of unaccompanied minors, protection, and coordinated return.

According to the data included by Vox in the proposal, almost 14,600 unaccompanied foreign minors of Moroccan nationality would have arrived in Spain between 2014 and 2024 without any returning to their country of origin under that bilateral agreement. It also claims that in 2025 only 10.6% of expulsion orders for irregular immigrants were executed.

For all these reasons, Vox considers that the Government must use all diplomatic and legal instruments at its disposal to demand the effective compliance with the agreement with Morocco, facilitate the repatriation of unaccompanied minors, and carry out the expulsion of irregular immigrants who continue to be in Spanish territory.
