The Official State Bulletin (BOE) of this Friday includes several provisions related to the university, energy, the agricultural sector, and social policies. Among the main novelties is the approval of the regulatory bases for a new mobility program for university students.
The edition also formalizes the withdrawal of two photovoltaic projects in the province of Huelva and publishes new conditions for agricultural insurance for wine grape farms.
New mobility aid for university students
The Ministry of Science, Innovation and Universities approves the regulatory bases for the aid of the university student mobility program "Luisa de Medrano".
Order CNU/880/2026 establishes the framework for the future granting of these aids intended for the mobility of university students. The publication of the regulatory bases does not, by itself, mean the immediate opening of a call, which must later specify its requirements, amounts, and deadlines.
Two photovoltaic projects withdrawn in Huelva
The Ministry for Ecological Transition accepts the withdrawal of the application for administrative authorization for the construction of two photovoltaic facilities promoted in the province of Huelva.
The first is the project Campos del Condado IV, with an installed capacity of 54.425 MW, planned in the municipalities of Beas and Trigueros. The second, Campos del Condado VI, had a capacity of 57.535 MW and was projected in Beas, Trigueros, and Gibraleón.
The two resolutions formalize the withdrawal of the applications submitted by the promoting companies, so the projects do not continue their administrative processing under the terms in which they were proposed.
Authorized a battery system of 43.9 MW in Cuenca
The BOE also publishes the prior administrative authorization and construction of the battery storage module "Hibridación Covatillas 3", with 43.90 MW of installed capacity.
The installation will be located in Castillejo de Iniesta, in the province of Cuenca, and will be hybridized with the existing photovoltaic solar park Covatillas 3, which has an installed capacity of 48.118 MW.
New conditions for wine grape insurance
The Ministry of Agriculture publishes two orders that regulate agricultural insurance for wine grape farms.
One of them establishes the insurable goods and yields, the technical conditions, the warranty periods, the subscription dates, and the unit prices of the base insurance with additional guarantees for winemaking grapes in the Peninsula and Balearic Islands. The other regulates these elements for the farms located in the Canary Islands.
Both provisions are integrated into the Forty-Seventh Plan for Combined Agricultural Insurance.
Castilla y León receives support for social inclusion programs
The Ministry of Social Rights publishes an agreement with the Community of Castilla y León to establish the conditions for the aid corresponding to different operations of the Social Inclusion Program, Child Guarantee, and Fight Against Poverty.
The program is co-financed with the European Social Fund Plus (ESF+).
The Illas de San Simón e Santo Antón, Place of Democratic Memory
The Secretary of State for Democratic Memory publishes the resolution by which the Illas de San Simón e Santo Antón are declared a Place of Democratic Memory, in Galicia.
The declaration incorporates this space into the set of places officially recognized within the state policy of democratic memory.
New public employment calls
The BOE includes several public employment calls in local administrations and universities.
Among them are positions in the Autonomous Organization of Collection and Tax Management of the Badajoz Provincial Council, in the Provincial Council itself, and in the City Council of Plasencia. Selective tests are also called at the Universitat Politècnica de València to access, through open competition and internal promotion, the Scale of Management Technician of Information Systems and Technology.
Works and contracts for hydraulic infrastructures and employment
The announcements section includes new actions from the Ebro Hydrographic Confederation, including improvements in the facilities of the Yesa dam and conservation work on the Oliana and Rialb dams.
Contracts from the Taibilla Canals Commonwealth also appear for the implementation of emergency plans in their dams and the maintenance of photovoltaic installations, in addition to a work to replace air conditioning equipment in the Provincial Directorate of the SEPE in Seville.
Among the most significant new developments are the bases of the program "Luisa de Medrano", the withdrawal of two solar projects in Huelva, and the authorization of a new energy storage system in Cuenca.
