Rebeca Torró will be the new spokesperson for the PSOE after the resignation of Montse Mínguez, who announced her decision to abandon her organizational responsibilities and renounce leading the socialist candidacy for Lleida in the general elections on November 29 this Friday. The change occurs at a particularly delicate moment for Pedro Sánchez's party, immersed in the preparation for the elections and in the midst of controversy over the information regarding the real estate assets of the partner of the until now spokesperson.
Torró, current Secretary of Organization of the PSOE and one of Pedro Sánchez's most trusted leaders, will assume a new responsibility in the party's communication with only six weeks left until the election date. The Valencian politician has held one of the main positions in the federal leadership since July 2025, a position she reached after the departure of Santos Cerdán due to his alleged involvement in a corruption scheme. Her career includes responsibilities in the Government of Spain, the Generalitat Valenciana, and the municipal sphere, in addition to experience as a parliamentary spokesperson.
The change in the spokesperson role coincides with the celebration this Saturday of the Federal Committee of the PSOE in Fuenlabrada (Madrid), where the socialists ratify their candidacies for Congress and the Senate. The meeting, conceived as one of the major mobilization events of the pre-campaign, has been conditioned by Mínguez's resignation and by the opposition's criticism of her partner's real estate businesses.
Montse Mínguez resigns after the controversy over her partner's 30 apartments
The departure of Montse Mínguez occurs after several days of controversy over the information published about her partner's business activities, Sergi Vélez, linked to a real estate group that has at least 30 homes and apartments intended for rent. The revelations also point to the existence of eviction proceedings for non-payment related to companies in her environment, a circumstance that has provoked political criticism due to the contrast with the PSOE's discourse on the right to housing.
The controversy gained special relevance because Mínguez had publicly defended the Government's housing policies and had criticized the so-called "vulture funds" during the debate on measures aimed at curbing the rise in rents and evictions. The Popular Party and Vox took advantage of the information to question the coherence between the socialist proposals and the private activities of the partner of one of their main representatives.
The Catalan leader has defended at all times the legality of her partner's real estate businesses and has denied that any irregular actions have occurred. She has also explained that the known eviction procedures responded to situations of non-payment and has rejected that they can be equated with the cases of vulnerability that have characterized the recent mobilizations for housing.
Despite maintaining her defense, Mínguez announced this Friday, October 16, that she was taking "a step back" and leaving her political responsibilities. The spokesperson until now stated that the collective interest should be placed above any personal consideration and assured that she was leaving with a clear conscience and her head held high.
Her decision includes the resignation from the spokesperson of the Federal Executive Commission, her responsibilities within the leadership of the PSOE, and to lead the candidacy for Congress again for Lleida. The PSC has decided that Cristina Morón, deputy mayor of the Catalan city, will take her place as head of the list in the general elections.
Pedro Sánchez tried to stop the resignation: "She is an immense politician"
Mínguez's resignation has occurred despite the public support of Pedro Sánchez, who tried to convince her to remain in her responsibilities. The President of the Government acknowledged this Friday, during a press conference in Brussels, that he had spoken with the socialist leader and had asked her to reconsider her decision.
"I told her not to do it because I believe she is an extraordinary spokesperson, she is an immense politician", Sánchez stated, lamenting the personal consequences of the controversy and assuring that Mínguez was "broken" by the pressure received in recent days.
The general secretary of the PSOE also questioned the harshness of certain political and media criticisms, considering that at times they end up affecting not only public representatives but also their families. His statements reflect the intention of the socialist leadership to support Mínguez and recognize her trajectory, although she ultimately did not manage to avoid her departure.
The until now spokesperson had arrived at the position in July 2025, when Sánchez decided to renew the federal leadership after the scandal that led to the departure of Santos Cerdán. A deputy of the PSC for Lleida since 2019, Mínguez had a broad municipal and parliamentary trajectory and had served as general secretary of the Socialist Group in Congress.
With a degree in Business Administration and Management and linked for years to municipal politics in Lleida, she was a councilor and held various government responsibilities in the City Council. Her appointment as federal spokesperson represented an important step in her trajectory, becoming one of the main voices of the PSOE in a period of special confrontation with the opposition.
Who is Rebeca Torró, the Valencian leader who will replace Mínguez
Rebeca Torró Soler was born in Ontinyent (Valencia) on April 1, 1981 and has a degree in Law from the Universitat de València. Her political career began in the municipal sphere, where she was a socialist councilor in her hometown since 2007 and later served as spokesperson for the municipal group.
Her trajectory gained greater projection during the governments of Ximo Puig in the Generalitat Valenciana, where she held responsibilities related to housing, economy, industry, and infrastructure. Between 2016 and 2018 she was general director of Housing and Urbanism, and later held the Autonomous Secretariat of Economy, Industry, Commerce, and Consumption.
In 2022 she took a new step in her career by becoming councillor of Territorial Policy, Public Works, and Mobility, a position from which she participated in the management of infrastructure and transport in the Comunitat Valenciana. After the regional elections of 2023, which ended Ximo Puig's government, she began to serve as spokesperson for the PSPV-PSOE in Les Corts Valencianes.
Her stage in the autonomous opposition was brief. In December 2023, she was appointed Secretary of State for Industry, dependent on the Ministry of Industry and Tourism led by Jordi Hereu. From that responsibility, she participated in the management of the industrial policies of the Executive, especially in areas related to business competitiveness, productive modernization, and technological transformation.
In July 2025, Pedro Sánchez chose her to replace Santos Cerdán at the head of the Organization Secretariat of the PSOE, one of the positions with the most power within the socialist structure. Her appointment was part of a reshuffle of the federal leadership with which the president sought to restore the internal functioning of the party after one of its greatest political crises.
From replacing Santos Cerdán to assuming the spokesperson role of the PSOE
The arrival of Torró at the Organization Secretariat was accompanied by a restructuring of the department, with the appointment of several deputy heads and a new distribution of functions. The Valencian leader took charge of territorial coordination, internal organization, and electoral preparation of the PSOE, tasks that have placed her at the center of the strategic decisions of Ferraz.
Her profile combines institutional management experience with knowledge of the socialist organic structure. Additionally, she has already performed spokesperson duties, both in the Ontinyent City Council and in Les Corts Valencianes, a trajectory that has allowed her to navigate parliamentary debates and public appearances.
The replacement of Mínguez will also mean a new movement within the leadership configured by Sánchez in 2025. Both leaders were appointed during that reshuffle: Torró took over the Organization Secretariat and Mínguez became federal spokesperson, replacing Esther Peña.
The decision to now place Torró at the head of the spokesperson role puts one of the main responsible for the party's organization on the front line of political communication. It remains to be specified how her current organic competencies and the new communication responsibilities will be distributed, especially in a stage where she is also coordinating the electoral campaign.
A new spokesperson in the midst of the pre-campaign for November 29
The change comes when the PSOE faces the final stretch before the general elections on November 29, called early by Pedro Sánchez after the parliamentary blockage of his initiatives on housing. The official campaign will begin on November 13, although the parties have already intensified their mobilization acts, the presentation of candidacies, and the messages directed at the electorate.
Rebeca Torró is already part of the core team in charge of directing the socialist campaign, alongside the deputy general secretary, María Jesús Montero, and the president of the PSOE, Cristina Narbona. The former is tasked with the overall coordination of the campaign; Montero directs the political strategy and Narbona is responsible for the development of the electoral program.
The departure of Mínguez also forces a reorganization of the electoral communication, since the Catalan leader had been appointed to serve as campaign spokesperson. Her resignation leaves a particularly visible responsibility vacant when the party is preparing its main events and public appearances.
The controversy over the real estate properties of Mínguez's partner has also arrived at a time when housing has become one of the axes of the electoral debate. The PSOE aims to reclaim its social policies and the measures promoted by the Government, while the PP and Vox question the management of the Executive and have used the controversy to denounce what they consider contradictions in the socialist discourse.
In this scenario, Rebeca Torró will face the challenge of assuming the spokesperson role in a period of high political exposure, marked both by the need to explain the PSOE's electoral proposals and by the questions about the controversies affecting the party. Her incorporation will mean a new adjustment in Pedro Sánchez's leadership just weeks before the elections, after Montse Mínguez's resignation has forced the party to modify a campaign structure that had been defined just a few days earlier.
