The Catalan Government invokes the "opportunity" to improve financing to secure the support of Junts

The Minister of Territory and spokesperson for the Govern, Sílvia Paneque, has insisted on the "opportunity" that the future processing in Congress of the reform of the financing system opens to incorporate proposals from the parliamentary groups that guarantee the necessary support to move it forward, an objective that depends on the endorsement of Junts.

"We do not renounce that in this processing in the Congress of Deputies, issues that can improve and somehow make this approval possible and that has the support can be contributed," she pointed out at the press conference following the Consell Executiu this Tuesday.

Paneque has recalled that the model validated last week in the Council of Fiscal and Financial Policy (CPFF) is the one that both the Govern and ERC consider "optimal," although she emphasized that there is still room to introduce adjustments in areas such as the cost of living or the adjusted population.

"We continue to convey the opportunity that this processing also offers, in this case to Junts or the different parties, to improve this financing. From our point of view, Catalunya cannot miss the opportunity of this new model," she stated.

An "ideal horizon" before 2027

The minister has placed among the priorities of the Catalan Executive the execution of the 2026 Budgets, approved in July, and the completion of the financing reform. On this last point, she emphasized that the Govern will act responsibly and without "a calendar of rushing more or less."

She clarified that, beyond the rush, what is decisive is to ensure the necessary support, although she admitted that the "ideal horizon" would be for the new financing to be approved before the end of 2026.

Stability scenario until 2028

That the new model is approved before 2027 would allow for up to 4.7 billion euros additional for Catalunya in new Budgets. Despite the fact that this Tuesday the Govern has given the green light to the non-financial spending ceiling for 2027, set at 43.191 billion, Paneque has emphasized that the immediate priority remains the execution of the 2026 accounts.

"[The spending ceiling] is a previous, technical step, but as I was saying, at this moment, certainly the Govern is absolutely immersed and its first priority is the execution of the Budgets approved this year 2026," the spokesperson detailed.

Although it has not closed the door to approving new accounts during what remains of the legislature, it has defended that the 2026 budget guarantees "viability for the major projects" of the Executive until 2028.

"These 2026 Budgets offer us this horizon of stability until the end of the term, both political and managerial," Paneque has concluded.
