The Ministry of the Interior communicated this Wednesday late in the afternoon that the deputy operational director (DAO) of the National Police, Chief Commissioner José Santafé, has conveyed that, so far, no police report has managed to establish the "intellectual authorship" of the massive entry of migrants in Ceuta recorded on July 30.
In an official note, the Interior details that the DAO — the highest uniformed authority of the body — has requested information from the heads of the General Commissariats of Information and Foreign Affairs, from which the National Center for Immigration and Borders (CENIF) depends. This agency has sent a report to the National Court mentioning the role of the Moroccan security forces.
"After learning of both communications, the deputy operational director of the body informs his general director that they do not allow for the implication of any government, service, agency, or person to be established, with the intellectual authorship of said massive entry on July 30 and 31, 2026, being unknown at this time," Interior has stated in its communication.
The information has been elevated to the chain of command at the request of the general director of the Police, Francisco Pardo, after the Minister of the Interior, Fernando Grande-Marlaska, sent him a letter early Wednesday requesting clarifications on the report prepared by the CENIF.
According to the Interior, the general commissioner of Information of the body, General Commissioner Javier Antonio Susín, has conveyed to the DAO that "no report has been issued attributing the authorship of the assault to any government, service, or person, as, to date, the intellectual authorship of said assault is unknown."
In turn, the general commissioner of Foreign Affairs and Borders, General Commissioner Julián Ávila, has communicated to the DAO that "there is no previous report from this General Commissariat, except for the report issued by the National Center for Immigration and Borders (CENIF) dated July 29, and other risk analysis reports issued subsequently."
The Government and the Ministry of the Interior have reiterated so far that Morocco has had no responsibility in the massive arrival of 72,000 migrants to Ceuta. They have also emphasized that no intelligence service, including the CNI, anticipated that entry, limiting themselves to sending situation reports similar to those of previous years.
Functions and scope of the CENIF
Interior has also specified that the CENIF lacks agents deployed in Morocco and does not have "consideration as an investigative unit with the organic nature of Judicial Police," unlike other units attached to the general police stations of Information, Judicial Police, and the General Commissariat of Foreigners and Borders itself.
The department adds that the conclusions of the report sent to the Judicial Authority are based "primarily" on the collection and analysis of data from monitoring activity in various messaging applications and open social networks, as well as in images and videos disseminated by different media outlets.
According to Interior, this type of source does not allow establishing the implication or the responsible authorship, in this case, of the entry movements in Ceuta during the days of July 30 and 31.
