The National Intelligence Center (CNI) has informed the judge of the National Court who is overseeing the case regarding the massive influx of immigrants in Ceuta at the end of July that the security forces of Morocco acted with a "passivity" that favored the "overflowing" of the situation, and maintains that the authorities of the Alaouite kingdom "were fully aware that this flow was going to occur".

According to a report accessed by Europa Press, sent to the magistrate María Tardón following her request to advance the investigations, the Spanish intelligence services explain that they have continued to conduct inquiries to "determine in greater detail what happened after the most acute phase of the crisis".

The document details that "a large part of the information and analyses collected" come from investigations following the days of July 30 and 31, dates on which thousands of people managed to access the autonomous city.

"These investigations confirm that the Moroccan authorities were aware, days before the massive entry occurred, that an anomalous situation was being generated in terms of possible attempts at irregular entries to Ceuta, and that they had decided to reinforce the existing security device up to that moment," the intelligence services indicate.

The CNI points out that, "however, in practice they showed a very irregular involvement in the prevention and control of the crisis, since although until the day before the massive entry the Moroccan authorities maintained a certain proactivity in intercepting swimmers, a mode of irregular entry that was dominant until that moment, when the number of individuals attempting to enter began to increase significantly, an insufficient deployment of security forces combined with a passive attitude was observed, which led to the overflow of their device".

In the opinion of the intelligence center, the Moroccan authorities "were well aware of the existence of calls on social networks, with a large following by their users, that called for a massive entry into Ceuta coinciding with the Throne Festival, and that these authorities were fully aware that this flow was going to occur".

The report also emphasizes that no "proactive reaction by the Moroccan authorities was detected in the face of the loss of control of the situation".
