The councilor of Territory and spokesperson for the Govern, Sílvia Paneque, has emphasized the importance for Catalonia that the president of the Government, Pedro Sánchez, manages to revalidate the position in order to "restart" the main issues still to be resolved in the community, among them the model of autonomous financing and the cancellation of the debt linked to the Autonomous Liquidity Fund (FLA).
In a press conference this Tuesday after the meeting of the Consell Executiu, she pointed out that with the current central Executive these issues were on track, which is why she has called on the political formations to reflect on what kind of majorities they wish to form: "Whether the one of progress and advancement or the one of blockage, which is what has led us to these elections."
She has emphasized that the Govern maintains its commitment to the points included in the investiture agreements of the president of the Generalitat, Salvador Illa, although she has admitted that, in light of the electoral call, a period of "parenthesis" opens in some areas.
"We have to be sure that the Government in Madrid is a Government that can ensure the processing and achieve these objectives," Paneque has insisted.
The spokesperson has indicated that the Catalan Executive considers it desirable to exhaust the legislatures, but has added that they "understand" the reasons that have led Sánchez to advance the elections in light of the blockage in an area that she has described as structural, such as housing.
In relation to matters that do not depend on parliamentary processing, such as the transfer of Rodalies, she has stressed that the central Government can continue to advance because it is not in functions. She has detailed that the transfer of the R1 line is "very advanced" and only pending some meetings to be able to close it this autumn.
Rejection of the housing decrees and message to Junts
Regarding the vote against in Congress of the two housing decrees presented by the Executive last Friday, Paneque has defended that there are parliamentary groups that work to expand rights, improve financing, and reinforce the competencies for Catalonia, against others that "block," which is why, in her opinion, the time has come to clarify the position of each one.
In this line, she has addressed Junts and has raised that it must decide whether it wants to be in "a situation of blockage like the one we have seen in recent days" or align with a majority that she considers to be of progress.
Asked about the possibility of drafting new Budgets for the Generalitat for 2027, she indicated that, aside from the electoral call and the cancellation of the FLA debt, the Govern has already initiated the necessary technical procedure to prepare new accounts. However, she clarified that no dialogue or negotiation process has yet been started with the parliamentary groups.
