The PSOE faces the general elections on the upcoming November 29 with a Electoral Committee led by three women. The Secretary of Organization, Rebeca Torró, will assume general coordination; the Deputy Secretary General, María Jesús Montero, will direct the strategy; and the party president, Cristina Narbona, will be responsible for the preparation of the electoral program.
But the campaign structure also incorporates other leaders whose political activity and institutional responsibilities have provided them with a continuous presence in the public conversation of the digital environment.
Montse Mínguez, María Jesús Montero, Víctor Gutiérrez, Pilar Bernabé, and Rebeca Torró are the five socialists from the Electoral Committee who appear best positioned in the Digital Power ranking.

Montse Mínguez, the voice of PSOE in the midst of the housing crisis
Montse Mínguez is the member of the Electoral Committee best positioned in the ranking, with 62.1 points. The deputy for Lleida is the spokesperson for the Federal Executive Commission, Secretary of Studies and Programs of the PSOE, and a member of the Permanent Deputation of Congress - which will decide tomorrow the future of the housing decrees - responsibilities that keep her at the forefront of political news.
Her prominence has been reinforced in recent weeks by the debate on housing and the outcome of the legislature. On October 2, she intervened in Congress during the discussion of the housing decrees and, after their rejection, criticized PP, Vox, and Junts for preventing their validation.
She has also maintained an agenda of interviews in national media. On October 7, Mínguez appeared on El programa de Ana Rosa, on Telecinco, where she defended the Government's decision to submit the housing decrees again to the Permanent Deputation.
María Jesús Montero, from the Government to the Senate
María Jesús Montero is the second best positioned in the ranking with 60.6 points. The Deputy Secretary General of the PSOE maintains an important national projection after her time in the Government, where she served as Minister of Finance, Government Spokesperson, and First Vice President from December 2023 until her departure from the Government in 2025.
After losing the Andalusian regional elections in May, Montero was appointed senator by the regional Parliament and took possession of her seat on September 8. Her political activity now combines the federal leadership of the PSOE, the leadership of the Andalusian socialists, and parliamentary representation, along with the strategic coordination of the 29N campaign.
Her recent trajectory explains the continuity of her presence on the national agenda beyond Andalusia. Fiscal policy, the budget debate, and the decisions of the Executive have been part of her public exposure in recent years, while the electoral advance places her back at the center of the party's decisions.
Víctor Gutiérrez, LGTBI activism
Víctor Gutiérrez appears in third place among the members of the PSOE electoral committee with the most Digital Power, with 57.9 points, and will precisely assume the responsibility for digital impact in the campaign. Socialist deputy for Madrid and secretary of LGTBI Policies of the PSOE, his trajectory combines parliamentary activity, the defense of the rights of the collective, and a previous connection with professional sports.
Former water polo player and member of the Spanish national team, Gutiérrez has intervened in recent months in debates on LGTBI rights and hate speech.
In July, he participated in the activities of Madrid Pride and moderated a parliamentary session on the so-called conversion therapies.
Pilar Bernabé, between institutional management and housing protests
Pilar Bernabé reaches the fourth position in the general ranking. She is Secretary of Equality of the PSOE, general secretary of the socialists of the city of València, and Government delegate in the Comunitat Valenciana since June 2022, a position that keeps her linked to the management of current regional and state affairs.
One of her main recent focal points has been the camp for housing set up in the plaza del Ayuntamiento de Valencia, coinciding with the preparation of the events of October 9th.
Bernabé has defended the protection of the right to protest and has intervened in the conversations to make the protests compatible with the institutional celebrations, in light of the discrepancies that arose with the City Council.
Rebeca Torró, the organization of the PSOE before the polls
Rebeca Torró completes the top five positions of the electoral committee, with 55.3 points. Secretary of Organization of the PSOE since July 2025, she has been Secretary of State for Industry and counselor of Territorial Policy of the Generalitat Valenciana, before taking on one of the main organic responsibilities of the party.
Her recent activity has been marked by electoral preparation. On September 19th, she intervened in Alicante to question the positions of the PP on the electoral procedure and the situation of Spaniards registered under the Grandchildren's Law, following the judicial decisions regarding the census.
With the advance of the general elections, Torró has taken charge of the coordination of the electoral committee, at a time when the PSOE must organize its candidacies and deploy the campaign on a reduced calendar. In Castellón, for example, different groups of the PSPV have supported a candidacy proposal that has her confidence and that of Diana Morant.
A committee with fourteen responsible
In addition to the five leaders with the highest identified score, Cristina Narbona will be in charge of the electoral program; Borja Cabezón, of organization and electoral action; Ana Manzano, of communication; Elisa Garrido, of public events; and Aránzazu Figueroa, of the youth campaign.
The team is completed with Anabel Mateos, responsible for mobilization; César Mogo, of external voting; Alfonso Gómez de Celis, of documentation and support for candidacies; and Ana María Fuentes, of administration.
