It is important to distinguish between the winning combination, which results from the draw, and the final prize distribution, which depends on the participating bets, the revenue, and the number of winners.

1. Close and preserve the participating bets

The first step is to close the acceptance of bets for the contest. From that moment on, no new participations can be added. The bets accepted through terminals are transmitted and registered electronically, so it can be determined which participate in the draw.

The documentation and information of the validated bets are subject to the control and custody mechanisms provided in the Bonoloto rules. This prior registration is essential: the scrutiny must be done on the admitted bets, not on participations added after the result is known.

2. Hold and document the draw

During the draw, the combination of six winning numbers is obtained, in addition to the complementary number and the refund number. All three elements are necessary to have the complete result and verify all prize categories.

The development of the event must be documented, including the drawn numbers and any incidents that may occur. The supervision and formal record of the draw provide a reference to later contrast the data used to calculate the prizes.

3. Incorporate and verify the result

The obtained combination is incorporated into the system used for scrutiny. It is necessary to verify that the six numbers, the complementary, and the refund match the documented result of the draw.

Incidents that may affect the extraction or transmission of information must also be reviewed. The appearance of a combination in news or a broadcast should not be confused with the conclusion of the entire official procedure: the prize distribution still needs to be determined.

4. Perform the scrutiny of the bets

The scrutiny consists of comparing the participating bets with the draw result and counting the matches. The bets are classified into the corresponding categories:

• Six matches.
• Five matches and the complementary number.
• Five matches.
• Four matches.
• Three matches.
• Refund.

With the number of winners and the funds allocated to each category, the applicable amounts are calculated. Therefore, knowing the combination does not automatically allow knowing how much corresponds to each winning bet.

5. Review the distribution and formalize the results

Before closing the process, the draw data, admitted bets, revenue, and scrutiny results must be contrasted. The resulting documentation records the winners by category, the corresponding prizes, and any relevant incidents, under the controls provided for the game.

The Superior Control Board intervenes in the control and custody functions provided by the regulations. It is not advisable to reduce the entire procedure to a supposed single approval: there are several related actions that ensure the correspondence between bets, extraction, and prizes.

6. Publish the official information

Finally, SELAE publishes the complete combination and the scrutiny with the final distribution. This distinction also appears in the explanation by Demócrata about the results: first the combination must be completed and then the distribution is communicated.

In summary, to verify a result you must check the contest date, the complete combination, and the official scrutiny. A publication showing only the six numbers does not yet provide all the necessary information to determine the prize.

Loterías y Apuestas del Estado, currently the State Society Loterías y Apuestas del Estado (SELAE), organizes, manages, and markets games like Bonoloto. Its role is to act as the game operator: enabling participation, conducting the draws, and managing their economic consequences according to applicable rules. This must be distinguished from the regulation and administrative supervision of the sector, which do not correspond to SELAE merely by organizing these games.

1. Its authorization to operate lotteries

The Law 13/2011, regulating gaming establishes a reserved regime for state-wide lotteries. Its first additional provision expressly states that SELAE and the Spanish National Organization of the Blind (ONCE) are "the designated operators for the commercialization of lottery games regulated by this Law."

Therefore, SELAE does not have a monopoly over all state lotteries: it shares this legal reservation with ONCE, each entity regarding the games it is authorized for. The law also contemplates exceptional authorizations for charitable, sporadic lotteries promoted by non-profit entities. This exception does not allow any company to organize its own Bonoloto.

2. What the organization of Bonoloto includes

Within the framework of its authorizations and game rules, SELAE's functions cover various aspects:

• Product management: organizing the operation of Bonoloto according to its participation conditions and rules on bets, categories, and prizes.
• Marketing: facilitating sales and participation through its commercial network and enabled channels, with the corresponding means for receiving and processing bets.
• Draw development: implementing the established procedures to obtain the result and determine the winning bets.
• Economic management: administering revenue and prize payments according to applicable rules, including obligations of sales points.
• Operational control: verifying compliance with management instructions of its network and collaborating with competent authorities when appropriate.

3. Can it change the game conditions?

The organization includes decisions about operating conditions, but not unlimited freedom to modify any element. These decisions must respect the corresponding rules and authorizations.

A historical example is the Resolution of July 23, 2002, which modified bet prices and certain prizes of the Lotería Primitiva and its modalities, including Bonoloto. The resolution invoked the powers of the then general director of the public business entity. It serves to illustrate the operator's intervention in operating rules but should not be confused with the current state society structure nor used alone to identify all its current powers.

4. What is outside its operator function

SELAE does not replace the General Directorate for the Regulation of Gambling (DGOJ) in exercising administrative powers. Law 13/2011 itself distinguishes both roles: in the specific regime of certain sales points, it allows SELAE to request provisional measures with justification, while attributing the decision to grant them to the DGOJ and providing for SELAE's collaboration in their execution.

Also, Royal Decree 1614/2011 develops the authorization regime for marketing lotteries. In summary, SELAE is responsible for properly operating Bonoloto, but its activity is subject to the legal framework and public control: organizing the draw does not equate to regulating the sector alone.

To claim a Bonoloto prize, one must be of legal age, prove the winning bet, and request payment within the established deadline. Additionally, depending on the amount, it will be mandatory to identify oneself before an authorized financial institution and bear the corresponding tax withholding. These requirements should be distinguished from recommendations to avoid problems with shared tickets, losses, or damages.

1. Be 18 years old and prove identity

Participation is reserved for persons 18 years or older: minors cannot validly purchase or claim SELAE bets. To claim at a financial institution, official valid documentation must be presented, such as DNI, NIE, or passport, as appropriate. The bank must identify those receiving the money to comply with tax and anti-money laundering obligations.

Identification may also be required at sales points. Therefore, it is advisable to carry the document even if the prize is small. SELAE explains the procedure in its in-person payment guide.

2. Present the original receipt

If the bet was made in person, the original receipt proves participation and is the necessary document to claim the prize. It must be kept intact and legible: a photograph or photocopy does not replace the original for ordinary payment. Before payment, it is verified that the bet is authentic and winning.

Presenting the receipt legitimizes the payment request but does not by itself resolve who is the economic owner when there are multiple participants. The rules on proof and payment can be consulted in the regulations published by the Treasury.

If purchased online, the payment is managed through the account used to participate and according to its conditions. If the physical ticket is lost, stolen, or severely damaged, it must be reported immediately to SELAE and, when appropriate, reported to authorities; recovering the prize is not guaranteed.

3. Go to the corresponding payment location

• Less than 2,000 euros: the prize can be claimed at official Loterías y Apuestas del Estado sales points.
• From 2,000 euros, inclusive: it must be claimed at a financial institution authorized by SELAE, presenting the original receipt and identification.

It is not necessary to be a client of the paying bank. The Bank of Spain outlines these conditions and other precautions for claiming prizes.

4. Respect the three-month deadline

Prizes expire three months counted from the day after the draw. After that period, the right to claim them is lost. It is not advisable to wait until the last day, especially if an incident with the receipt must be resolved. The regulation of the deadline can be consulted.

5. Comply with tax obligations

The special tax on lottery prizes exempts 40,000 euros and applies a 20% rate on the excess. The paying entity withholds the tax when paying the prize. For example, from a prize of 100,000 euros, 12,000 euros are withheld and 88,000 euros are paid, as explained by Demócrata.

If the prize is shared, the beneficiaries and their percentages must be identified when claiming it. The exemption is proportionally distributed: 40,000 euros exempt do not correspond to each participant. Documenting the distribution beforehand helps justify that subsequent transfers distribute a common prize and do not constitute donations.
