The Ministry of Transport and Sustainable Mobility has awarded a contract to a Temporary Union of Companies (UTE), made up of Orange Espagne (40%) and Nommon Solutions and Technologies (60%), to carry out a national traveler mobility study using Big Data technology. The amount totals 1.5 million euros (VAT included) and the expected execution period is 2 years, with the possibility of establishing subsequent extensions.
The proposal presented by Orange competed with another from Telefónica, whose offer was ultimately discarded as it was 31% below the budget estimated by the Administration, which in the context of public contracting is considered an abnormally low offer, according to the minutes of the bidding procedure consulted by Europa Press.
In the evaluation phase of the qualitative criteria subjected to value judgment, the UTE formed by Orange and Nommon achieved 48 points, compared to the 41 points obtained by Telefónica, after analyzing aspects such as the proposed methodology, the composition and experience of the team, the organization of the work plan, and the added value of the proposal.
The objective of the project is to study the mobility of travelers both nationally and internationally based on anonymized mobile phone data and various secondary sources, continuing the historical series of analysis from the Ministry for the planning of infrastructure and transport services.
This assignment responds to the need for detailed and updated information about the reality of mobility and its evolution: the trips made, their scope, the origin and destination, as well as the times at which they occur. All of this will allow for optimal and efficient attention, planning, and sizing of the infrastructure and public services of all modes of transport, adjusting them to the real mobility needs of the citizens.
To develop this contract, the main source of information will be the positioning of mobile phone terminals through the operators' antennas, complemented by other databases that allow for increasing the reliability of the results compared to previous studies.
