The president of the Consell de Mallorca, Llorenç Galmés, has requested to intervene in a plenary session of the Parlament, scheduled for September, in order to defend the law that establishes the limitation of vehicle entry to the island.
In a letter addressed to the autonomous Chamber, the island leader informs about the approval in the plenary session of the Consell on June 5 of the legislative initiative, already sent to the Table of the Parlament for its processing and voting, and proposes to present and defend the text in the plenary session on the 9th of next month.
The Table of the Chamber, in the meeting held on June 10, 2026, agreed to acknowledge the content of the proposal and order its publication in the Official Bulletin of the Parlament. Likewise, it took note of the designation of Galmés and the councillor of Territory, Mobility and Infrastructures, Fernando Rubio, as responsible for the defense of the norm.
On June 5, the plenary session of the Consell de Mallorca gave the green light to the bill for the regulation of the influx of vehicles to the island.
The text includes, among other aspects, the establishment of an annual or biannual cap on vehicles and the creation of a specific fee for their entry. The shipping companies will be responsible for processing the authorizations, managing the collection of the fees, and applying the exemption to residents and temporary workers. The law also establishes a maximum quota of rental vehicles and a sanctioning regime with fines ranging from 300 to 30,000 euros.
The application for accreditation for entry and stay in Mallorca, as well as the management of the payment of the corresponding fees, will be carried out electronically through the procedure determined in the regulatory tax ordinance. In addition, the installation of cameras in the ports equipped with license plate reading systems is planned.
Non-residents who have a home in Mallorca will be exempt from the limitation, although the exception will only apply to one vehicle per owner. Exceptions are also contemplated for residents in other islands who must travel to Mallorca for medical reasons, as well as for residents in Mallorca who are outside and need to return to the island for medical or family reasons.
They will be exempt from the payment of the fee the vehicles of people with reduced mobility duly accredited, as well as official and public service vehicles. In the same way, the fee will not be applied to vehicles intended for the transport of goods and merchandise nor to those used for commercial distribution.
