The Executive of the Autonomous City of Ceuta has detected that migrant persons in irregular administrative situation would be residing in public ownership housing, as confirmed this Tuesday by the spokesperson of the local Government, Alejandro Ramírez.
Some of these episodes would have been reported to the Administration directly by the neighbors themselves, who have alerted about the presence of people who would be using these houses without meeting the established requirements.
Ramírez detailed that the City has received specific alerts about this issue, with special incidence in the area of Loma Colmenar, where residents of the neighborhood communicated to the Executive the existence of apartments in which people who would not have the right to occupy them would be staying.
The issue came to light during a meeting held with neighbors of Loma Colmenar to discuss the possible use of a land parcel as an area intended for the reception of migrants. In that meeting, the attendees conveyed their concerns to the Government regarding the use of certain public housing in the area.
"We have confirmation because it has been conveyed directly by the neighbors," indicated Ramírez, who added that the Housing area of the City has already begun to work to review each of the reported situations.
Review of the housing and possible sanctions
The spokesperson of the Executive has announced that a detailed analysis will be carried out on the public housing that are suspected of irregular occupation or of being ceded by their awardees to third parties.
The objective of the City is to verify in each case whether any of the conditions established in the lease contracts of the public housing are being violated and, based on that, determine the measures to be taken.
Ramírez emphasized that, if it is confirmed that the holders of these properties have ceded the houses to be occupied irregularly, the Government will act against them in accordance with the provisions of the current regulations.
"Obviously, the cause of this happening is the unilateral termination of the lease contract and the subsequent eviction procedure," specified the spokesperson.
He insisted that the Administration will not remain passive in the face of these behaviors and that, when appropriate, the corresponding sanctioning measures provided for in the public housing regulation will also be applied.
Ramírez has emphasized that the legal services of the City have verified that the lease contracts already include the authority to terminate them in case of breaches like those being investigated.
"Anyone who has committed this irregularity will be both sanctioned and have their contract terminated," he has asserted.
In this way, the City intends to act not only against potential illegal occupations of public housing but also in those cases where the awardees have allowed third parties to reside in the properties, violating the clauses of the contract.
The spokesperson concluded by stating that the technical and legal services already have the information provided by the neighbors and will begin to study each specific case to determine the appropriate actions.
