Family, Agriculture and a vice-presidency: the clues about which ministries Vox could claim from the PP after the 29N

The autonomous agreements PP-Vox of 2026 allow identifying the areas prioritized by Abascal's party and the ministerial portfolios that it could demand in a hypothetical coalition government after the 29N.

If PP and Vox reached an agreement to govern after the general elections on November 29, what ministries could the formation of Santiago Abascal claim? Their autonomous coalitions allow for a projection and offer clues: a vice presidency, deregulation competencies and family, and the management of the countryside form the most repeated scheme, although Andalusia presents a different distribution. 

The electoral result and the PP's dependence on the votes would mark that negotiation.

A vice presidency, the most constant precedent

Vox has obtained a vice presidency in the four communities where it has closed government coalitions with the PP this year: Extremadura, Aragón, Castilla y León, and Andalucía. This repetition makes the position one of the most solid precedents for a possible national negotiation.

The formula combines institutional rank and own competencies. In Extremadura, Óscar Fernández Calle heads Deregulation, Social Services, and Family. In Castilla y León, Carlos Pollán occupies the First Vice Presidency and manages Deregulation, Family, and Social Aid. In Andalucía, Manuel Gavira is the second vice president and councilor of Tourism, Justice, Deregulation, and Local Administration. 

The precedent points to a possible vice presidency for Vox. The party's entry into an Executive led by PP and Abascal's personal role would be two related, although distinct, decisions.

Family and Deregulation, a possible own portfolio

A department that brought together Family, Social Rights, and Deregulation would be one of the options that best fit the autonomous agreements. Its creation could imply a reorganization of competencies, instead of the simple handover of an existing ministry.

Extremadura and Castilla y León have departments that explicitly link deregulation, family, and social services or aid. The Aragonese agreement assigns Vox Social Services and Family and a vice presidency with deregulation functions. Andalucía introduces an exception: there, Gavira's department includes Deregulation, but not Family.

The bet also has a national dimension. Vox presented a deregulation program in June with the participation of its regional vice presidents, reinforcing that matter as one of its government priorities. 

That a possible portfolio absorbed Equality is an additional hypothesis.

Agriculture, the ministry with the most direct fit

Agriculture, Fishing and Food would be another of the options with the greatest support, according to the autonomous experience of Vox. The party manages Agriculture in Extremadura, Aragón, and Castilla y León. 

The fit combines management experience and programmatic priority. The Aragonese agreement includes the defense of the countryside against Mercosur and certain European environmental policies, along with protective measures for farmers and ranchers. In the Government appointed in Castilla y León, the Vox portfolio is called Agriculture, Livestock and Rural Development, while Environment and Energy remain in the hands of the PP.

This trajectory offers a concrete basis to project a possible request for Agriculture from those of Abascal.

Interior and Migrations, the option linked to its main political banner

Interior would be a coherent aspiration with the weight of immigration in Vox's discourse. After the electoral call, Abascal placed national priority, deregulation, and remigration among the conditions for the Government program that he would aspire to form with the PP. 

However, controlling Interior would mean a leap from regional responsibilities. State competencies over borders, immigration, and security forces have a different scope than those of the regional ministries.

There is a precedent in the Valencian Community, where Vox managed Justice and Interior in the Executive formed in 2023. Extremadura does not serve as a second precedent: there Vox obtained Forest Management and Rural World, while Presidency and Interior remained in the hands of the PP. 

Culture, Tourism and Justice, the other possibilities

The regional governments also provide precedents for Culture, Tourism, Sports, and Justice. Vox directs Culture, Tourism, and Sports in Castilla and León; the Aragonese agreement assigns it Environment and Tourism; and Justice is part of Gavira's department in Andalusia.

These are areas that could be included in the distribution. Their configuration would depend on how the ministries were grouped and what competencies the PP would want to reserve.

How many ministries could Vox obtain

The regional agreements show different distributions: two ministries in Extremadura, three in Aragón and Castilla y León, and one in Andalusia, with a vice-presidency linked to one of those departments.

There is no rule that allows converting the percentage of votes obtained in an election into a fixed quota of ministries within a negotiation to form a coalition Executive. 

Feijóo announced a maximum of 15 ministries in August 2022. Talking about between three and five ministries for Vox falls within the probable. 

The program would weigh as much as the distribution

The autonomous agreements incorporate priorities that Vox could try to transfer to a state agreement: restrictions on the reception of migrant minors, criteria for national priority in aid and housing, rejection of Mercosur, prohibitions on the burka and the niqab, and reconciliation laws to replace the memory regulations. 

Feijóo has pointed out, for his part, limits related to the constitutional and autonomous framework and with gender equality and LGTBI policies. He has also ruled out reforming the abortion deadline system.

The negotiation would thus have two dimensions: what competencies Vox would assume and what policies the PP would accept to develop. The precedents place vice-presidency, deregulation, family, and agriculture at the center of the projection. Interior would be an option linked to Vox's migration agenda, but with much greater state responsibilities.
