The PSOE has confirmed this Saturday, October 17, the appointment of Rebeca Torró as the new federal spokesperson of the party, after the resignation of Montse Mínguez following the published information about the real estate businesses of her partner. The decision has been approved by the Socialist Federal Executive Commission, meeting before the Federal Committee that is held in Fuenlabrada (Madrid), where the party ratifies its candidacies for the general elections on November 29.
The change is part of a restructuring of the socialist leadership that includes two other appointments: Cristina Narbona will assume the Secretariat of Studies and Programs, while Javier Alfonso Cendón will be the new secretary general of the Socialist Parliamentary Group in the Congress of Deputies. The three changes affect responsibilities that Mínguez held until her resignation, so the party has opted to distribute her functions among different leaders.
The party has officially announced the appointments through a message published on its X account, in which it has confirmed the agreements adopted by the Executive and has conveyed its congratulations to the new officials. The reorganization occurs at a particularly relevant moment for the PSOE, immersed in the preparation of an electoral campaign in which Pedro Sánchez aims to renew his mandate at the head of the Government.
Rebeca Torró takes on the spokesperson role without leaving the Organization Secretariat
Rebeca Torró, current secretary of Organization of the PSOE, now incorporates the federal spokesperson role into her responsibilities within the party. Her appointment means reinforcing the prominence of one of the leaders closest to Pedro Sánchez's leadership, who already plays a prominent role in internal coordination and in the socialist electoral strategy.
Torró arrived at the Organization Secretariat in July 2025, after the departure of Santos Cerdán, investigated for his alleged involvement in a corruption scheme. Her incorporation into the leadership of Ferraz was part of a restructuring with which Sánchez sought to reorganize the party and restore its internal functioning after that crisis.
Since then, the Valencian leader has taken on responsibilities related to territorial coordination, the organization of federations, and the preparation of electoral processes. In addition, she has been appointed general coordinator of the socialist campaign for the elections on November 29, so her new role as spokesperson reinforces her presence in the political and communicative strategy of the party.
The decision will allow Torró to become one of the main public voices of the PSOE, responsible for explaining the agreements of the Federal Executive, defending the party's positions, and responding to current political issues.
Her appointment comes, moreover, in the midst of confrontation between the Government and the opposition, with housing, immigration, economic policy, and possible alliances after the elections being the main issues of public debate.
Who is Rebeca Torró: from the Generalitat Valenciana to the leadership of the PSOE
Rebeca Torró Soler was born in Ontinyent (Valencia) in 1981 and has a degree in Law from the Universitat de València. Her political career began in the municipal sphere, where she held various responsibilities in the City Council of her hometown before jumping to regional politics.
During the governments of Ximo Puig in the Generalitat Valenciana, Torró held positions related to housing, economy, and industry policies. Among her main responsibilities is councillor of Territorial Policy, Public Works, and Mobility, a position she held between 2022 and 2023.
After the regional elections in May 2023, which ended the Botànic Government, she served as spokesperson for the PSPV-PSOE in Les Corts Valencianes, before joining the central Executive.
In December of that same year, she was appointed Secretary of State for Industry, under the Ministry of Industry and Tourism led by Jordi Hereu. From that position, she participated in the implementation of the Government's industrial policies, especially in projects related to productive modernization and business competitiveness.
Her arrival at Ferraz in 2025 represented a new leap in her political career. The Organization Secretariat is one of the areas with the greatest weight within the PSOE, as it is responsible for coordinating territorial structures and the internal processes of the party.
Now, with the federal spokesperson role, Torró expands his functions to the public communication of the political decisions of the socialist leadership, a responsibility he will assume in the decisive weeks leading up to the general elections.
Cristina Narbona takes charge of Studies and Programs
The second appointment approved by the Federal Executive Commission affects Cristina Narbona, president of the PSOE, who will also assume the Secretariat of Studies and Programs, which has until now been integrated into the responsibilities of Montse Mínguez.
Narbona is one of the leaders with the longest institutional trajectory within Spanish socialism. She was Minister of the Environment from 2004 to 2008, during the first government of José Luis Rodríguez Zapatero, and has developed much of her career in areas related to sustainability, the environment, and the formulation of public policies.
She has held the Presidency of the PSOE since 2017, a position from which she has participated in the main strategic decisions of the party and in defining its political priorities.
Her new appointment takes on special relevance due to the electoral calendar. Narbona was already in charge of coordinating the preparation of the program for the elections on November 29, so the Secretariat of Studies and Programs will allow her to concentrate under her responsibility the tasks related to the preparation of proposals and political documents.
From this area, the PSOE must specify its electoral commitments in matters such as housing, employment, taxation, public services, ecological transition, and social protection.
Alfonso Cendón replaces Mínguez in the leadership of the Socialist Group in Congress
The third appointment confirmed by the party is that of Javier Alfonso Cendón, who will assume the General Secretariat of the Socialist Parliamentary Group in Congress, a responsibility that was also held by Montse Mínguez.
Cendón, linked to the PSOE of León, has experience in organizing the parliamentary group. Until now, he had served as deputy general secretary and third substitute spokesperson, so he knows the internal functioning of the party in the Lower House.
His new responsibility will consist of coordinating the organic and administrative activity of the Socialist Group, as well as participating in the organization of parliamentary work and in the relationship between the deputies and the party leadership.
Nevertheless, the parliamentary spokesperson will remain in the hands of Patxi López. The appointment of Cendón affects the General Secretariat of the group, a position different from that held by the former lehendakari as the main socialist representative in Congress.
The reorganization takes on a particular dimension because the Cortes are dissolved due to the electoral call of 29N. Therefore, the new distribution of responsibilities occurs in the transition towards the next legislature, whose composition will depend on the results of the general elections.
The resignation of Montse Mínguez precipitates changes in Ferraz
The three appointments come just 24 hours after Montse Mínguez announced her decision to abandon her political responsibilities following the controversy generated by the real estate activities of her partner, Sergi Vélez.
The information known in recent days indicates that Vélez's business environment is linked to about thirty rental properties, in addition to eviction proceedings for non-payment. The controversy gained relevance due to the contrast between those private activities and the PSOE's discourse in defense of access to affordable housing.
The Popular Party and Vox took advantage of the revelations to question the coherence of the socialist formation regarding housing. Mínguez defended the legality of her partner's activities, but ultimately decided to step away from her responsibilities to prevent the controversy from continuing to affect the party.
The Catalan leader announced that she was taking "a step back" because she considered it was the best for the collective project. In addition to leaving the federal spokesperson role and the Secretariat of Studies and Programs, she resigned from leading the socialist candidacy for Lleida for the upcoming elections.
The President of the Government, Pedro Sánchez, publicly lamented her departure and defended her political career. The socialist general secretary stated that he had tried to convince her to reconsider the decision and denounced the harshness of political debate and its personal consequences.
Mínguez's departure forced the reorganization of several positions of responsibility within a particularly short timeframe, coinciding with the celebration of the Federal Committee responsible for validating electoral candidacies.
PSOE reorganizes its structure six weeks before the elections of 29N
The approval of the appointments coincides with an important day for the PSOE. The Federal Committee that takes place this Saturday in Fuenlabrada is expected to ratify the lists for Congress and the Senate, in addition to promoting internal mobilization ahead of the general elections.
The meeting comes after the party has closed a deal with the Broad Front to present joint candidacies for the Senate, an alliance celebrated by leaders like Patxi López, who has described it as a "giant step" for the progressive space.
The socialist leadership thus faces several simultaneous tasks: completing the organization of the campaign, defending the government's actions, and managing the political consequences of Mínguez's departure.
In this scenario, Rebeca Torró will be responsible for publicly conveying a good part of Ferraz's messages, while Cristina Narbona will strengthen programmatic development and Alfonso Cendón will take on the tasks of internal coordination of the parliamentary group.
With these decisions, the PSOE considers the main responsibilities that had been left vacant after Montse Mínguez's resignation to be covered, while readjusting its leadership in the final stretch towards general elections that will be held on November 29.
